A Work Experience Certificate (WEC) is documentary evidence of paid, skilled employment. For skilled-migration and professional-registration purposes it must go beyond a simple 'to whom it may concern' — it must satisfy an evidentiary standard set by the specific assessing body: Engineers Australia's MSA booklet (v1.2, 2024) demands duties described 'in a way that shows engineering knowledge and application', VETASSESS's Skills Assessment for Migration checklist requires 'closely related' duties to the nominated ANZSCO occupation, IRCC Canada's Express Entry instructions require 'main duties in a way that matches the NOC', and USCIS I-140 requires 'the specific duties performed' plus 'the position held during such employment'.

The single most expensive mistake Thai applicants make is asking an HR manager to write the letter in Thai corporate style — a two-line 'X worked here from A to B' letter — and then trying to legalise it. Assessing bodies do not reject it because of the notary or the apostille; they reject it because the substance does not meet the checklist. We reverse the workflow: (1) select the exact assessing body and occupation code first, (2) draft the letter's substance to that checklist in English, (3) coordinate the employer to sign the finalised English text (with a Thai courtesy translation as annex if requested), (4) notarise the signatory's identity, and (5) Apostille + embassy-legalise as the destination requires.

Can my HR manager just sign a letter written in Thai?

For skilled-migration purposes the assessing body will read the English text. A Thai-only letter must be translated by a certified translator, which adds cost and — more importantly — the translation cannot 'fix' missing data points (hours per week, salary, NOC-mapped duties). We draft the English text first, the employer signs the English letter, and a Thai courtesy translation is added as annex only if the employer's internal policy requires it.

My previous employer has gone out of business. What do I do?

Australia and Canada both accept a statutory declaration (affidavit) from a former colleague of equal or senior rank, supported by ancillary evidence (payslips, income-tax P60/PND 91 filings, Social Security contribution records, LinkedIn recommendations, company photos with date stamps). We draft the affidavit + evidentiary bundle, notarise the deponent, and Apostille — accepted by VETASSESS, Engineers Australia, and IRCC as 'employment evidence where reference is unavailable'.

Do I need a separate WEC for each job, or one summary?

One per employer. Each letter must independently meet the evidentiary standard. If you had 3 employers in 8 years, you need 3 letters. Assessing bodies do not accept a self-authored summary CV in place of employer-signed letters.

Can I use payslips instead of a WEC?

No — payslips prove salary and dates but not duties. Australian and Canadian assessing bodies require duties. Payslips are supplementary evidence (particularly useful when the WEC's salary is disputed) but never a replacement.

Does the letter need to be on paper or is digital PDF acceptable?

For Notary Public attestation we require paper original — the signatory signs in ink in front of the notary (or, since 2024, via secure video attestation using digital-signed PDF). MFA Apostille can be applied to either wet-signed paper or an MFA e-Apostille that references the notary's certificate; most Hague-member assessors accept both. UAE and Saudi Arabia still require paper originals.

What if my employer refuses to sign a detailed letter?

Two options: (1) statutory declaration by a former manager or peer of equal rank, plus ancillary evidence (payslips, tax filings, Social Security records) — accepted by VETASSESS and IRCC as 'reference-unavailable' evidence; (2) a Records Access Request under Thai Labour Protection Act B.E. 2541 s.14 for salary/tax records, combined with a self-declaration of duties. We handle both routes.

How long does the Apostille + embassy step actually take?

MFA Thailand e-Apostille — 2 working days; walk-in — 5 working days. Destination embassy (non-Hague only): China mainland 3–5 days, UAE 5–7 days, Saudi Arabia 7–10 days. Do the exam and fee-refund guarantees survive a rejected assessment?
