We translate, notarise and legalise the complete Thai healthcare-credential package for clinicians applying to
Medical Council of Thailand · Nursing / Pharmacy / Dental Councils · Medical Profession Act B.E. 2525 · ECFMG · GMC · AHPRA · DataFlow · HCCH Apostille (entering into force on 28 February 2027) · PDPA § 26
We translate, notarise and legalise the complete Thai healthcare-credential package for clinicians applying to foreign councils and licensing exams. Coverage: (1) Medical Council license (Wor.) under the Medical Profession Act B.E. 2525 § 28; (2) Board / specialty diplomas from the Medical Council across 80+ specialties; (3) Nursing & Midwifery license (Phor.Yor.) under the Nursing Profession Act B.E. 2528 § 27; (4) Pharmacy license under § 28 of the 1994 Act; (5) Dental license; (6) intern / resident / fellow logbooks; (7) Certificate of Good Standing; (8) direct Verification of Registration delivered to ECFMG / EPIC, DataFlow, CGFNS, NMC and AHPRA. Every file passes the ISO 17100 TEP workflow with translators trained in clinical terminology (SNOMED CT, MeSH, ICD-10 / 11, ATC), an independent medical reviser, and notarisation by a Lawyers Council–registered Notarial Services Attorney. Strict prohibitions: no forging of Medical Council registration numbers or ECFMG IDs (Criminal Code §§ 264 / 268 carry 1–7 years' imprisonment and Medical Council Ethics Regulation 2549 art. 4 mandates lifetime revocation and DataFlow notification); no machine-only translation of clinical records (violates ISO 17100, ASTM F2575 and Medical Council patient-confidentiality rules); no contingency fees. PDPA § 26: medical records, pathology, mental-health and reproductive-health data are the most sensitive categories — encrypted AES-256, stored in HSM, retained for seven years under ISO/IEC 27001, never cross-border-transferred without PDPC-recognised lawful basis.
Thai doctors, nurses, pharmacists and dentists are migrating internationally at an average rate of 14 percent per year (Medical Council annual report B.E. 2566), driven primarily by ECFMG / USMLE in the United States, GMC / PLAB in the United Kingdom, AHPRA / AMC in Australia, the Singapore Medical Council, DHA / HAAD / MOH in the UAE, SCFHS in Saudi Arabia, Approbation in Germany, and Helsedirektoratet in Norway and Denmark. Drivers: workforce shortages in OECD countries, compensation that is five to twelve times higher than in Thailand, and skilled-migration pathways that lead to permanent residency.
Typical failures when healthcare credentialing is mishandled: (1) ECFMG or GMC rejects files that bypass Primary-Source Verification — applicants lose USD 245–1,065 in fees per attempt; (2) clinical terminology is mistranslated (for example rendering 'แพทย์ประจำบ้าน' as 'house officer' instead of 'resident' under the US system); (3) logbooks are not countersigned in the format the destination regulator requires; (4) forging a Medical Council registration number constitutes Criminal Code §§ 264 / 268 (1–7 years' imprisonment) plus Ethics Regulation art. 4 (lifetime revocation and reporting through DataFlow, which is consulted by six Middle-Eastern regulators).
Our team combines medical translators with public-health, biochemistry or nursing-science backgrounds, an independent medical reviser experienced with ECFMG / GMC / AHPRA, Lawyers Council–registered Notarial Services Attorneys, an ISO 17100 project manager and a liaison registered with the Medical Council. All translations are QA-checked against SNOMED CT, MeSH, ICD-10 / 11 and ATC drug-classification termbases; an independent reviser inspects clinical accuracy at one hundred percent before notarisation.

USA (ECFMG / USMLE): (1) obtain ECFMG ID; (2) submit credentials through the EPIC portal for Primary-Source Verification with the Medical Council of Thailand; (3) pass USMLE Step 1, Step 2 CK and OET Medicine; (4) ECFMG certification opens NRMP Residency Match. Originals require notarisation + Apostille before EPIC upload.
UK (GMC / PLAB): (1) confirm Acceptable Primary Medical Qualification on the WDOMS list; (2) pass IELTS Academic 7.5 or OET grade B; (3) pass PLAB Part 1 and Part 2 in Manchester; (4) apply for GMC registration with licence to practise. The ECFMG Certificate is not mandatory for the PLAB pathway.
Australia (AHPRA / AMC): the Standard Pathway requires AMC MCQ + AMC Clinical Examination; the Competent Authority Pathway applies to doctors from the UK, Ireland, Canada, the US and New Zealand; the Specialist Pathway applies to board-certified specialists. NAATI-certified translation with a ten-digit reference number is mandatory.
Singapore (SMC) / UAE (DHA, HAAD, MOH) / Saudi Arabia (SCFHS): all use DataFlow Primary-Source Verification (USD 350–600) plus a Prometric examination. Our office is an authorised DataFlow submitter in Bangkok.
Germany (Approbation): license + transcript + diploma must be translated by a German sworn translator (vereidigt). We operate a two-step pipeline: Thai → English (NAATI / ATA) in Thailand, then English → German (vereidigt) in Germany.
Risk shields and compliance
What does ECFMG require from a Thai doctor, and is an Apostille necessary?
ECFMG runs EPIC Primary-Source Verification directly with the Medical Council of Thailand, so an Apostille is not strictly required for verification. However, copies sent to residency programs or state medical boards after Match must be certified-translated, notarised and Apostilled (HCCH (in force for Thailand 28 February 2027)) — Apostille is now accepted across all fifty US states. Fees: EPIC USD 145 per document plus ECFMG Application USD 165.
Does the GMC accept transcripts from every Thai medical school?
The GMC checks the World Directory of Medical Schools (WDOMS) maintained by WFME. Listed Thai schools include Mahidol, Chulalongkorn, Srinakharinwirot, Chiang Mai, Khon Kaen, Prince of Songkla, Rangsit, Thammasat, Naresuan, Burapha and Walailak. Newer schools may need WFME accreditation first. Transcripts must be translated by a professional translator, notarised and Apostilled.
Does AHPRA really mandate NAATI-certified translation?
Yes — since 2023 AHPRA and the Department of Home Affairs accept only NAATI-certified translators with a ten-digit reference number for licenses, transcripts and identity documents. Thai Apostille or MFA legalisation is additionally accepted. Our office has NAATI-certified translators based in Thailand.
What is DataFlow and which countries require it?
DataFlow Group is the Primary-Source Verification provider used by DHA, HAAD and MOH in the UAE, SCFHS in Saudi Arabia, QCHP in Qatar, Oman, Bahrain, Kuwait and parts of the Singapore framework. DataFlow sends verification requests directly to the Medical Council of Thailand and educational institutions; turnaround is thirty to sixty business days at USD 350–600 per package. We are an authorised submitter.
Can Adobe AATL digital signatures replace wet-ink for ECFMG or GMC?
ECFMG accepts EPIC digital verification dispatched directly by the Medical Council, but documents requiring notarisation + Apostille must still be wet-ink with a physical sticker. The GMC partially accepts Adobe AATL but best practice remains wet-ink + Apostille. The Thai MFA Department of Consular Affairs is not expected to issue Digital Apostille before 2026.
What is included in your fixed-fee bundles?
Bundle A (USMLE / PLAB): translation + notarisation + Apostille for license, specialty diploma, transcript, diploma and CGS — five documents at THB 18,500 plus government fees. Bundle B (DataFlow Middle East): fifteen documents plus DataFlow submission at THB 32,000. No hidden express surcharge and no contingency fee.
Who must countersign an intern's logbook and how is it certified?
Three signatures are required: (1) the supervising senior consultant with board certification; (2) the head of department; (3) the hospital director with hospital seal. For AHPRA the dedicated AHPRA Logbook Verification form must be used; we prepare the form and coordinate with the hospital.
Can patient medical records (used in research) be sent to overseas translators?
Under PDPA §§ 26 and 28 medical records are top-tier sensitive data. They may be sent abroad only when (1) the patient (not the physician) has given explicit consent; (2) the destination has PDPC adequacy or operates under SCC / BCR; (3) records are anonymised (name, HN and ID removed) before transmission. Our default is on-premise SFTP in Bangkok with an anonymisation pipeline.
When should a final-year medical student start preparing documents?
Years 5–6: collect transcripts for years 1–5 and complete IELTS / OET in advance. Immediately after graduation and licensing: request CGS, logbook and diploma as soon as the Wor. number is issued. Register an ECFMG ID during internship and start EPIC verification in month three of internship so that everything is ready for the following NRMP Match cycle.
What does a Thai dentist need to practise in Australia?
The Dental Board of Australia pathway: (1) verify approved-dental-course status — most Thai dentists must complete the three-step Australian Dental Council (ADC) assessment (Initial Assessment + Written Exam + Practical Exam); (2) IELTS 7.0 in each band; (3) AHPRA registration plus NAATI translation of license and transcript. End-to-end timeline is eighteen to thirty-six months.

Short answer: Medical certificates, laboratory results and treatment records used abroad must be issued by a licensed facility, naming the signing physician and licence number. The signature is then certified and the file legalised before submission to the destination embassy as the receiver requires.

| Criterion | Do it yourself | Our team handles it |
|---|---|---|
| Choosing the form and test panel | Risk of an incomplete panel and a repeat examination | We confirm the panel with the receiver before you book |
| Medical translation | General translators may render diagnoses imprecisely | Translators familiar with medical terminology and report formats |
| Managing validity | Documents often expire while queuing for certification | Sequenced so the file lands within the validity window |
| Data privacy | Files sent through many uncontrolled channels | Disclosure limited to what is necessary |
If you would rather not risk repeat examinations or expiry mid-process, our advisory team can sequence and run the whole chain. Initial consultation is available by phone, LINE or email.

Medical certificates, practising licences and certification for foreign health authorities.
Boards usually want the university to confirm the award directly, plus a certified translation of the degree and transcript, and often a certificate of good standing from the Medical Council of Thailand. Universities differ in how they respond to source verification requests, and some take several weeks. Start the university request first and prepare the translation and certification layers in parallel.
It depends entirely on who reads them. An airline usually accepts the hospital's own certificate; an employer's occupational health team or an immigration authority may want a certified translation and, occasionally, attestation of the physician's signature. Ask the recipient which layer applies before paying for the full chain, because these certificates often carry a short validity period and may need reissuing anyway.
The usual causes are an illegible physician licence number, a hospital stamp that did not reproduce in the scan, a diagnosis stated only in shorthand, or a missing treatment date range. None of them concern the medicine. A translation that reproduces the letterhead, licence number and every stamp description in brackets removes most of these objections before the file reaches an adjuster.
Obtain the current certificate from the professional council, have it translated into the destination language, obtain attestation of the translation from the Department of Consular Affairs and then embassy attestation where the regulator requires it. Many regulators also demand verification sent directly from the issuing body, which runs in parallel and is often the slowest element, so start it first.
Written from real client files and grounded in the Social Security Act B.E. 2533, section 50 bis of the Revenue Code, and the professional-council statutes. No fees are quoted here — ask our staff by phone, LINE or email.
Most overseas registration bodies, including the Australian regulator, prefer the certificate to reach them directly from the issuing council rather than through the applicant. Where direct transmission is not available, they usually ask for a sealed original plus a certified translation. Check the registration checklist for the exact channel before you order, because a certificate delivered by the wrong route is often set aside even when its contents are correct.
Registration boards commonly treat the certificate as current for a limited window measured from its issue date, and three to six months is the range seen most often in published checklists. Because each board sets its own window, confirm it before ordering and time the request so the document is still inside that window when the board opens your file, not when you post it.
Councils in Thailand issue on their own template, and some produce a bilingual or English-language version on request while others issue in Thai only. When the council can issue in English, the destination board may still require the document to carry the legalisation chain. When it cannot, a certified translation is prepared alongside the Thai original and both travel together through legalisation.
Usually yes. A licence proves current standing; a transcript and degree certificate prove how the qualification was earned, including clinical hours. Boards assessing equivalence often want all three. Order them together so a single translation and legalisation cycle covers the set, which is faster and cheaper in staff time than sending the transcript months after the licence.
Not if the chain of names is documented. Boards accept a licence in the earlier name when the pack includes the change-of-name certificate and, where relevant, the marriage or divorce record, each translated and legalised. The alternative is asking the council to re-issue in the current name, which restarts its own processing queue. Choose one route and keep every document consistent with it.
Direct transmission satisfies boards that require a sealed channel, but it also means no legalised paper copy exists for the applicant. Where the same evidence must serve a visa or employer file as well, request an additional copy for your own use at the same time and route that copy through translation and legalisation separately.
It is a dated statement from the council that holds your registration confirming that you are currently licensed and that no disciplinary sanction restricts your practice. Foreign regulators treat it as the primary proof of standing, above a licence card or a diploma. Because it carries a validity window, most receiving bodies want one issued within three to six months of the application date.
Several councils will post or email a certificate directly to a named regulator when the request form includes the destination authority, its address and a reference number. Direct channels avoid the tampering objection that source verification exists to prevent. Where the destination will not accept a sealed council document without consular legalisation, both routes run in parallel rather than one replacing the other.
As a planning estimate, the council issues in roughly three to ten working days depending on the profession and whether an English-language version is requested, then certified translation and Legalisation Division processing typically add a further three to seven working days, with embassy steps counted separately. Treat every figure as an estimate; peak examination and renewal periods lengthen the council stage first.
Specialty certification is issued by the relevant royal college and recorded with the council, so a full file often needs both the college certificate and the council statement confirming the specialty entry. Foreign bodies verifying a consultant post usually want the pair. Order them together, because the college and the council maintain separate queues and separate signatories.
Councils can normally certify historical registration, but the wording will state the period of registration rather than current good standing. Most foreign regulators require current standing, so the practical route is to complete renewal first, including any outstanding continuing-education evidence, and then order the certificate. Confirm the renewal cycle with your council before booking any appointment abroad.
Where the destination assesses currency of practice, a credit statement from the council's continuing-education system is attached alongside the standing certificate. The statement lists accumulated credits within the current cycle. Because it is generated from an online record, it is easy to obtain late, but a mismatch between the credit statement date and the standing certificate date invites a query.
Short answer: Recipients refuse certificates issued outside the validity window, forms without a licence number or clinic seal, certificates missing the prescribed tests, and certificates used abroad without onward certification.
We map the recipient's requirements and sequence examination, translation and certification so the certificate is still valid on filing day.
