Many Thai government procedures can be filed by an authorised agent under a properly drafted power of attorney
Filing by proxy
Many Thai government procedures can be filed by an authorised agent under a properly drafted power of attorney — but some require the applicant in person. We check first whether your matter can be delegated at all, then prepare the documents and handle the filing.

The first question is not what it costs but whether the matter can be delegated at all. If the rules require personal appearance, hiring an agent wastes everyone's time.
Where delegation is allowed, the risk shifts to the quality of the power of attorney. Draft the scope too narrowly and the agent cannot finish the job; draft it too broadly and the principal carries unnecessary risk.
This page covers the legal basis, what can and cannot be delegated, drafting, and executing a power of attorney from abroad. Ask about fees by phone, LINE or email.

Executing a power of attorney from abroad
How many witnesses does a power of attorney need?
Two witness signatures are the common practice, and some agency forms, such as the Land Department's, provide witness blocks. Use the receiving agency's own form where one exists.
How much stamp duty is payable?
It follows the Stamp Duty Schedule of the Revenue Code, which sets different rates depending on whether one or several agents are appointed and whether the authority is specific or general.
Can a foreigner appoint a Thai agent?
Yes, where the matter is delegable under the receiving agency's rules, using a certified true copy of the passport in place of a Thai ID card.
Can someone collect my passport for me?
No. Passport processing requires biometric capture and a photograph of the holder at the service point.
How long is a power of attorney valid?
There is no general statutory expiry, but agencies apply their own acceptance windows. State an end date in the document and confirm with the receiving agency.
How do I revoke it?
Issue a written revocation to the agent and notify the receiving agency, so the original document cannot continue to be used.
Can a lawyer certify the signature?
A Notarial Services Attorney registered under Lawyers Council of Thailand regulations can certify the principal's signature, which is usually required when the document will be used abroad.
What does it cost?
It depends on the agency, the number of visits and the documents to be prepared. Ask by phone, LINE or email.
Answers written from real files: what to prepare, who certifies what, and business-day estimates.
Many document-only filings can be handled by an agent, including section 38 address notifications and, through some channels, the 90-day report. Anything requiring biometrics, a photograph or an interview — such as certain extensions of stay — requires the applicant in person. Always confirm the practice of the specific local office before booking, because requirements vary by area.
Some filings can be lodged by a representative, such as submitting reporting forms or supporting papers. Matters requiring identity verification, including certain extension applications and biometric capture, normally require personal attendance. The power of attorney must state the scope precisely and attach certified copies of both identity documents, and the practice of the specific office should be checked before the appointment.
It is once the chain is complete: a notary public in that country certifies the signature, the competent authority there and the Royal Thai Embassy authenticate it, and a Thai translation is then certified as the receiving office requires. State the passport number, the exact scope of authority and an expiry date, because vague scope is the most common reason such documents are refused.
Anything the law requires you to attend in person: fingerprinting for a criminal record check, passport applications capturing biometric data, oaths taken before an official, and statements given during an investigation. Filing documents, collecting results, paying fees and following up on progress can normally be handled by a proxy provided the power of attorney defines the scope clearly.
The standard route is signature before a notary public in that country, authentication through that country's own chain, then certification by the Royal Thai Embassy or Consulate before the document is sent to Thailand. From 28 February 2027, documents from Hague Convention states can carry an Apostille instead of the embassy step. Ensure the attorney's name matches their Thai ID exactly.
Anything that proves identity in person: giving statements, biometric capture, interviews in certain application types, and signing before an officer. Filing documents, collecting results, following up on progress and some reporting formats can be delegated where the power of attorney defines the scope clearly and the representative's identification is attached in full.
Names exactly as they appear on official identification, passport or ID numbers, the specific application type, the office where it will be filed, the scope of authority such as submitting, collecting and giving administrative statements, plus the date and signature. Where the grantor is abroad, the signature is usually notarised locally and then carried through the destination-side certification chain before use in Thailand.
Yes, and it is routine. The power of attorney must come from the employee personally, not from the company alone, and is filed with a current company affidavit, the authorised director's identification and evidence of the employment relationship. Assemble everything as one bundle in the order the office lists, which materially reduces the chance of being sent back for a second visit.
Not everything. Steps that verify the person — fingerprints, photographs, oaths — require attendance. Preparing and lodging documents, following up and collecting results can usually be delegated with a properly drawn power of attorney and a copy of the principal's ID. We assess each matter in advance and tell you exactly which steps require you personally, so no trip is wasted.
Sign before a Notarial Services Attorney or a Notary Public in that country, then have it authenticated under the local system and by the Thai embassy, then translated into Thai and legalised by the Department of Consular Affairs as the receiving authority requires. State the scope precisely — which application, before which authority, valid until when — because broadly worded authority is routinely refused.
We work as advisers, not merely couriers. What you keep track of are your own key dates: the end of your permission to stay, the reporting cycle and your passport expiry. We assemble the bundle, reconcile names and addresses across every document, manage the queue and report progress in stages, so decisions reach you without you having to read the regulations yourself.
Anything requiring identity verification or biometrics: giving statements in certain applications, photographs and fingerprints, and interviews for residence or nationality applications. Filing documents, collecting them and some reporting duties can usually be delegated. We check item by item beforehand which appearances are personal, so no trip and no queue slot is wasted.
Name both parties exactly as their identity documents do, give passport or ID numbers, itemise the delegated scope precisely, and add date and signature with certified copies of both parties' identity documents. If the grantor is abroad, sign before a Notarial Services Attorney or a Thai embassy. Overly broad scope is a common reason for rejection at the counter.
Name the exact act: which application, before which authority, collecting which documents, and signing that authority's own forms. Drafted too widely it is refused; drafted too narrowly a second instrument is needed. Attach certified copies of both parties' ID or passports. We size the wording to the task actually being performed, which is why our instruments rarely get rejected at the counter.
Sign before an officer at the Thai embassy or consulate-general in that country, or before a local notary public and then follow that country's certification chain plus the Thai embassy layer. Once it reaches Thailand it is certified-translated into Thai where the receiving authority requires it. We send the draft and signing instructions in advance so one trip is enough.
Most document work can be delegated: lodging applications, collecting documents, and paying fees. Steps that verify you personally, such as photographs, fingerprints, or taking an oath, require your presence. The power of attorney must state the scope clearly and attach identity copies of both parties. We confirm which category your matter falls into first, so you do not book a flight you did not need.
Sign the power of attorney before an officer at the Royal Thai Embassy or Consulate-General in that country, or before a local notary public followed by that country's certification chain and the Royal Thai Embassy layer. On arrival in Thailand it is certified-translated into Thai if the receiving office requires it. We send the draft and signing instructions ahead so one embassy visit is enough.
Anything requiring your physical presence or biometric capture — photographs and fingerprinting in certain procedures — has to be done in person. Filing documents, collecting results, and following up can be delegated where the power of attorney defines the scope clearly. We separate those steps at the outset so you can book a single trip that covers everything requiring you personally.
No. Many agencies publish their own form and expect specific wording, so a single generic authority is often refused. The faster approach is a separate instrument per agency, each with signed true copies of both parties' identity documents. We prepare the whole set at once, so you sign a single time and the entire file can proceed.
Naming a person fixes the authority to that individual; if they are unavailable a new instrument is needed. Naming a company allows any representative it assigns to act, so the work does not stall when staff change. Some agencies still insist on a named individual. We usually prepare both forms in the same file so the matter can proceed whichever the officer asks for.
Name the agency, the matter, any reference number, and the permitted acts — submitting documents, collecting results, signing forms, and paying fees. Drafted too broadly it is often refused because the officer cannot interpret it; drafted too narrowly it has to be redone the moment an extra step appears. The balance is a clearly identified matter with every step of that same matter covered.
It should name the specific authority and the specific act, identify the documents concerned, state a validity period, and be signed with identification attached. Broad wording such as 'to act in all matters' is frequently refused because the receiving officer cannot verify that the act in front of them is covered. We draft to the narrowest wording that still covers the foreseeable follow-up steps.
Anything requiring the person themselves — biometrics, an interview, a personal declaration before an officer, and certain signatures that must be witnessed in person. A proxy is effective for lodging, collecting, paying and following up. The practical value of an advisory review is separating the file into what can be delegated and what genuinely needs the person present, so travel is booked only for the parts that require it.
Yes. It is signed before a notary public in the country where the signer is, then legalised for use in Thailand and translated. From 28 February 2027, when the Apostille Convention enters into force for Thailand, documents from other member states will follow the apostille route instead of the longer consular chain. Until then, plan the consular leg into the timeline rather than assuming same-week turnaround.
The principal does, because the filing is made in their name. That is the reason we insist on a written scope, a document checklist signed off before lodgement, and a record of what was submitted and when. Clients who treat a proxy purely as a courier are the ones who get caught out; treated as a supervised delegation with a paper trail, it is a low-risk way to avoid unnecessary travel.
A properly drafted power of attorney lets a representative submit applications, collect documents, pay official fees and receive correspondence. Biometrics, personal interviews, some signature acts and certain court appearances remain personal. Confirm which category your matter falls into before booking travel, because a proxy sent to an appointment that requires the applicant simply loses the slot and the queue position with it.
Specific enough that the receiving office can see the exact act authorised, and no broader. Name the matter, the office, the documents to be collected and an end date. Broad general powers are often refused by counters that want to see their own procedure named, and they create real risk for the grantor. When several offices are involved, separate instruments per office are safer than one wide document.
Usually not as signed. A document executed abroad is generally certified where it was signed, then legalised or apostilled there, then translated and certified for Thai use before a Thai office will act on it. From 28 February 2027 an Apostille will cover the consular step for Hague Convention states. Ask the receiving office which form it wants before signing, because re-executing from overseas costs weeks.

Short answer: The usual triggers are funds not held for the required period, foreign documents without legalisation and Thai translation, an address that does not match the residence notification, and filing too close to expiry to fix anything. Planning the timeline is the strongest prevention.
