End-to-end translation and legalization of the Thai Police Clearance Certificate (PCC) issued by the Criminal
Service for overseas use of a Thai Police Clearance Certificate
End-to-end translation and legalization of the Thai Police Clearance Certificate (PCC) issued by the Criminal Records Division (CRD), Royal Thai Police, for use abroad — visa applications, permanent residence (PR), citizenship/naturalization, work permits, marriage abroad and adoption. Service covers certified translation by an officially registered translator, MFA Thailand authentication, then either Apostille (for the 126 HCCH member states from 28 February 2027) or full consular legalization at the destination embassy in Bangkok, on a working-day timeline backstopped from your visa/PR deadline.
A Thai Police Clearance Certificate (PCC) is the core background-check document required by foreign governments for visa applications, permanent residence, citizenship/naturalization, work permits, foreign marriage registration and intercountry adoption. The CRD issues the PCC directly in English, which removes one layer of translation — but the document is still not usable abroad until it has been authenticated by MFA Thailand and then either Apostilled (single stamp, for HCCH member states) or consular-legalized by the destination embassy in Bangkok (full chain, for non-member states).
On 28 February 2027 Thailand became a contracting state of the 1961 Hague Apostille Convention. For the 126 HCCH member states the legalization chain has been shortened from four steps to three (CRD → translation if needed → MFA Apostille), cutting turnaround by 40–60% and total fees by 30–50%. Non-member destinations such as the United Arab Emirates, Saudi Arabia, Egypt, Taiwan and certain mainland-China document classes still require the legacy consular chain. Our firm handles every step on behalf of the client — drafting the Power of Attorney, lodging the CRD application, translation, MFA Apostille / Authentication, embassy legalization where applicable, and secure courier delivery — with timelines pegged to the client's actual visa or PR submission deadline.

What is the full process to make a Thai PCC valid abroad?
Four steps: (1) CRD issues the PCC in English; (2) certified translation (if the destination requires a non-English version); (3) MFA Thailand authentication — Apostille for the 126 HCCH member states or Authentication for non-members; (4) consular legalization at the destination embassy in Bangkok, applicable only to non-HCCH destinations (UAE, Saudi, Taiwan, certain China cases). Total turnaround 8–18 working days.
What does the service cost?
Apostille route (US, Australia, UK, EU, Japan, South Korea, New Zealand) quote on request (phone / LINE / email) inclusive of PCC, translation, MFA Apostille and secure courier. Consular UAE / Saudi route quoted on request inclusive of authorized Arabic translation and embassy fees. A written fixed-fee quote is issued before any work begins.
Can I apply for the PCC myself? How is that different from a representative?
Yes — go to CRD HQ (Rama I Road, Building 7) in person with Thai ID, passport and a 10-print fingerprint card; fee THB 100; 5–10 working days. Using a representative (our firm) requires a notarized Power of Attorney + THB 30 stamp duty; the client does not travel, and we combine MFA + Apostille / Consular into one continuous workflow.
How long is a PCC valid for use abroad?
Depends on destination: USCIS = 2 years; UK Visas & Immigration = 6 months; Australia DHA = 12 months; Canada IRCC = 6 months; New Zealand INZ = 6 months; Germany BAMF = 6 months. We confirm the validity window against your purpose before ordering the certificate.
Where do I take fingerprints? Does CRD accept old fingerprint cards?
At any Thai police station — request the standard FBI-format card (Form C-216) at the counter. The fingerprint card must be no more than 6 months old; CRD rejects older cards. We recommend fresh prints for every application.
I live outside Thailand — can I still obtain a PCC?
Yes — two paths: (1) execute a Power of Attorney and 10-print fingerprint card at the Royal Thai Embassy / Consulate in your country of residence, mail to us for the CRD lodgment; (2) travel to Thailand to lodge in person, then we continue MFA + Apostille / Consular on your behalf. Path 1 adds 2–4 weeks for embassy-to-firm transmission.
An old case was dismissed but still appears on my PCC — what can be done?
You may apply to have the record expunged under Section 39 of the Criminal Records Act B.E. 2495 where the case qualifies — for example court acquittal, non-prosecution by the public prosecutor, or sufficient time elapsed after sentence completion. The CRD process takes 30–60 days. We offer an initial consultation free of charge but cannot guarantee outcome — removal is at CRD discretion under the statute.
How is my personal and fingerprint data protected under PDPA?
Criminal record + fingerprints are sensitive personal data under PDPA Section 26 and receive top-tier protection — AES-256 encryption on ISO-27001 Thai servers, originals in a locked safe, 7-year retention then witnessed certified destruction. Third-party disclosure is limited to CRD, MFA, destination embassy and courier on a strict need-to-know basis. Data-subject rights under Sections 30–37 are exercisable at any time via dpo@notary.co.th.

What foreign tax authorities and banks actually ask for, how Thai tax documents are certified for use abroad, and where the process usually stalls.
The basic test in the Revenue Code is presence in Thailand for an aggregate of 180 days in a tax year. How days are counted and how foreign-sourced income is treated follow Revenue Department practice, which has been updated in recent years. Confirm your own position with the Revenue Department or your accountant before filing anything abroad.
It is issued by the Revenue Department and shown to a foreign tax authority to claim relief under a double tax agreement — typically a reduced withholding rate on dividends, interest or royalties. Foreign payers usually want the latest year and sometimes ask for consular legalisation on top. Ask the recipient exactly which form they need.
Usually yes. The receiving body normally wants a certified English translation, and many countries also require legalisation by the Department of Consular Affairs followed by their own embassy. The documents seen most often are the residence certificate, tax payment receipts, filed returns and an employer's letter.
For the paperwork, yes. Once the Apostille Convention enters into force for Thailand on 28 February 2027, documents used in another contracting state carry a single apostille instead of a further embassy step. The substance of treaty relief does not change — that still depends on the specific treaty article and the foreign authority's assessment.
Usually the latest company affidavit from the Department of Business Development, the shareholder list, filed financial statements and the relevant board or shareholder resolutions. Where a director signs a statement of fact, a notarial services attorney can authenticate that signature; the document is then translated, certified and put through the legalisation chain the recipient prescribes.
We own the document and certification side — the correct route, in the correct order — and coordinate with your accountant or tax adviser. We do not guarantee any tax authority's decision, and we do not recommend filing before the treaty article has been checked. Have our team review the document set first by phone, LINE or email.

Short answer: Common causes are poor fingerprint quality, overseas fingerprint forms that do not meet Thai requirements, a stated destination that differs from the actual filing, and certificates that expire before lodgement. Reprint to standard and plan the timeline around the filing date.
We sequence fingerprinting, application and onward certification so the certificate is still valid on filing day — talk to our advisers before starting on your own.
