Only Special Branch of the Royal Thai Police issues a nationally valid certificate. A district station can take your fingerprints and certify the fingerprint form, but the station's own letter is not a Police Clearance Certificate. Special Branch issues the certificate in English for overseas use, which is why most embassies accept it without a separate translation. A Thai-language version exists for domestic purposes. If your destination authority demands a translation into a third language, that translation is produced afterwards and then legalised alongside the original.
