Certified True Copy of Documents — Notarial Services Attorney · HCCH Apostille (มีผล 28 ก.พ. 2570) · Reg. 2546 §§ 23–24

Certified True Copy of Foreign & Thai Documents for Foreigners in Thailand — Notarial Services Attorney · HCCH Apostille (มีผล 28 ก.พ. 2570) · Penal §§ 264–268 Shield

Notarial Services Attorneys registered with the Lawyers Council of Thailand under Reg. B.E. 2546 §§ 23–24 certify true copies of every document foreigners need in cross-border life — passports, IDs, birth / marriage / death / divorce certificates, education credentials, bank statements, tax returns, company affidavits, title deeds, court orders, powers of attorney, police clearances, medical certificates. Used by foreign banks (HSBC, DBS, UBS, Wise, Revolut), embassies (UK / US / AU / NZ / CA / EU), universities (WES, ECE, IQAS), employers, immigration authorities, and probate courts. Apostilled / authenticated at the MFA Department of Consular Affairs under HCCH Convention 1961 (entering into force in Thailand on 28 February 2027, 130 contracting states). We certify **only when we have sighted the original document in person** — certifying from a scan or photo violates Reg. § 23 + Penal § 264 (3 years), § 266 (state documents, 5 years), § 268 (use of forged document, 3 years).

A Certified True Copy is a photocopy that a Notarial Services Attorney has signed and sealed, attesting that the attorney has **personally inspected the original** and that the copy matches it exactly. It is the most-requested notarial service for foreigners in Thailand, and also the highest-criminal-risk service — certifying a copy from a scan, photo or document not physically presented exposes the attorney to Thai Penal § 264 (forgery, 3 years), § 266 (forgery of a state document, 5 years) and § 268 (use of a forged document). We refuse such requests at any price.

Common purposes: (a) **Foreign bank account opening** — HSBC HK, DBS SG, UBS CH, Standard Chartered, Wise, Revolut accept a Notarized + Apostilled passport copy and proof of address in lieu of an in-branch visit; (b) **Embassy passport renewal** — UK HMPO, US Dept of State, AU DFAT, NZ DIA, CA IRCC require certified birth / marriage certificates; (c) **University application** — Education Credential Evaluators (WES, ECE, IQAS, NACES) require certified transcripts + diplomas; (d) **Background checks** — foreign employers + NAATI translation require certified copies before translation; (e) **Immigration / visa** — some Thai immigration filings (TM.6, TM.30, Work Permit, LTR, Elite) accept certified copies in lieu of originals; (f) **Probate / estate abroad** — foreign courts require notarized + apostilled wills, death certificates and title deeds.

Our attorneys are Lawyers-Council-registered Notarial Services Attorneys (verify at /trust/credentials). Scope: (1) confirm the receiving authority's exact requirement (plain certified copy vs certified copy + notarial certificate + Apostille); (2) book an in-person sighting under Reg. § 23; (3) photocopy + sign + seal + write the prescribed attestation 'Certified True Copy of the Original' with date + licence number; (4) Notarial Register Book entry under § 20 (10-year retention); (5) ISO 17100 TEP certified translation if needed; (6) Apostille / Authentication at the MFA. Lawyer-client privilege from your first message, PDPA § 24 / 26 throughout, AMLA CDD, no contingency fees under Ethics § 11.

HCCH Apostille impact (entering into force in Thailand on 28 February 2027): for the 130 contracting states a single Apostille is now accepted, replacing embassy legalisation and cutting turnaround from 7–14 days to 1–3 days, at 60–75% lower cost. Frequently-served destinations: UK (HMPO, GRO), AU (DHA, AHPRA), NZ (Internal Affairs), CA (IRCC), SG (ICA), HK (Immigration), DE (Bundesverwaltungsamt), FR (Préfecture), and most EU member states.

5-step workflow — requirement check to Apostille

  • Step 1 (D-3): confirm the receiving authority's requirement (plain certified copy / + notarial certificate / + Apostille)
  • Step 2 (D-1): book in-person sighting at our Bangkok office or via travel-notary (nationwide, 3 business days' notice)
  • Step 3 (D-Day): photocopy + sign + seal + attestation 'Certified True Copy of the Original' + date + licence number + Register Book entry
  • Step 4 (D+1): ISO 17100 TEP certified translation if required (English ↔ Thai, or English ↔ other languages)
  • Step 5 (D+3): MFA Apostille (2 business days) or embassy legalization for non-HCCH states; same-day express quote on request (phone / LINE / email) (BKK only)

Fixed-fee pricing & turnaround

  • Notarial certified copy — quote on request (phone / LINE / email) (depending on document complexity)
  • Multi-page documents (e.g. 12-page bank statement) — volume discount 30–50%
  • ISO 17100 TEP translation — quote on request (phone / LINE / email) (standard languages), quoted on request (specialised)

  • 100% refund if the MFA or receiving authority rejects due to our error

Risk shields — what we never do

  • ❌ Never certify from a scan, photo or PDF without sighting the original (Reg. 2546 § 23 + Penal § 264 (3 years) + § 266 (state documents, 5 years) + § 268)
  • ❌ Never backdate the certification (§ 19 — licence revocation)
  • ❌ Never certify a document with forgery red flags — AMLA STR under § 13
  • ❌ Never use machine translation (MFA rejection + meaning loss — ISO 17100 TEP only)
  • ❌ Never accept contingency fees (Ethics § 11)
  • ❌ Never issue a receipt that doesn't match the actual fee (Revenue Code + Ethics)
  • ❌ Never certify a third party's document without a PoA + PDPA § 24/26 consent

Edge cases to watch

  • 🚨 Passport pages with active visa stamps — some embassies require only bio + active-visa pages
  • 🚨 Multi-month bank statements — destination bank may require every page, not just the summary
  • 🚨 Pre-2000 education credentials — some Thai universities lack digital verification, requiring registrar verification first
  • 🚨 Title deed (Chanote) — some provincial Land Departments refuse certified copies in lieu of originals; pre-check
  • 🚨 Foreign court orders — some destinations require an Apostille on the court clerk's signature directly, not via a notarial attorney
  • 🚨 Digitally-signed documents (DBD e-Cert, DOPA e-Cert) — eligible for MFA e-Apostille directly, no notary required

Frequently asked questions

Why must I bring the original? Can't I just send a photo?

Reg. 2546 § 23 requires the Notarial Attorney to personally sight the original. Certifying from a scan or photo is Thai Penal § 264 (forgery, 3 years), § 266 (forgery of a state document, 5 years) and § 268 (use of forged document) — plus immediate licence revocation. We refuse such requests at any price.

Can a Certified True Copy replace the original everywhere?

In most settings yes (foreign banks, embassies, universities, employers, most immigration filings). But some authorities require originals — Thai Land Department (title transfers), Thai courts (litigation), some foreign probate courts. We check the destination's requirement before quoting.

Can Apostille be used with a Certified True Copy?

Yes. A notarial certificate is within Apostille scope under HCCH Convention 1961 Article 1(c). Since 28 February 2027 the MFA issues Apostille in lieu of embassy legalisation for the 130 contracting states, cutting turnaround 60–75%.

Do I need to come to your office, or can you travel to me?

We have nationwide travel notary — BKK metro quote on request (phone / LINE / email); Phuket / Chiang Mai / Pattaya quoted on request (travel + 1 night). Book 3 business days ahead. Remote Online Notarization (RON) is not recognised under Thai law — we must sight the original in person.

Bank statement covering several months — must every page be certified?

It depends on the receiving bank. HSBC HK / DBS SG typically require every page; Wise / Revolut accept just the summary. Confirm with them first. Volume discount of 30–50% applies to multi-page documents.

How long until I get my documents back?

Certified copy only — 1 business day. + Translation — 2–3 business days. + MFA Apostille — 3–5 business days (standard) or 1–2 (express, BKK only). + Embassy legalisation (non-HCCH) — 7–14 business days.

Do Thai government documents (birth, marriage certificate) need notarial certification?

Not necessarily — Thai government records can be sent to the MFA directly (via DOPA / local registrar) for Apostille without a notarial certificate. But if the receiving authority specifically requires a Notarial Certified Copy + Apostille (some universities do), we can provide it.

How do I get my transcript and diploma certified?

(1) Verification at your university registrar (officially issued copy); (2) notarial certified copy; (3) ISO 17100 TEP translation (English if needed); (4) MFA Apostille. Accepted by WES, ECE, IQAS, NACES, and foreign universities.

What if the document I bring turns out to be forged?

We inspect for watermark, UV markers, microprint, hologram and signature patterns. Forgery red flags trigger immediate refusal and an AMLA STR under § 13 / Penal §§ 264–268. Knowingly presenting a forged document for certification exposes the client to the same charges as the attorney.

How is my personal data protected?

PDPA § 24 (general) + § 26 (sensitive — health, religion, politics). ISO/IEC 27001 servers in Thailand, AES-256 + HSM, TLS 1.3, MFA + biometric access, audit log, 10-year retention (notarial standard), PDPC-registered DPO. Subject access: dpo@notary.co.th.

Free consult? What do I send?

Yes — first consult free. LINE us: (1) photo of the original document (passport bio page is enough); (2) purpose (bank / embassy / university / court); (3) destination country + authority; (4) deadline. Within 1 business day you receive a fixed-fee quote, document checklist, timeline and Apostille strategy. Lawyer-client privilege from the first message, no obligation.

Free consult: Certified True Copy notarization for foreigners in Thailand

Send a photo of the original + destination country + purpose via LINE — receive a fixed-fee quote and document checklist within one business day

Working playbook: signature and true-copy certification by a Notarial Services Attorney

Short answer: In Thailand the certifying officer is a lawyer registered as a Notarial Services Attorney with the Lawyers Council. The signer must sign in front of that lawyer with original identity documents. The certificate is then authenticated at the Department of Consular Affairs and at the receiving country's embassy where required.

Documents to prepare

Individuals

  • Valid original passport or Thai ID card
  • The final printed document, left unsigned
  • Any wording template the receiving party requires, such as a bank or university affidavit form
  • Supporting proof for the facts stated, such as house registration, birth certificate or name-change record

Companies

  • Company affidavit within the age limit the receiver sets, commonly one to six months
  • Identity document of the authorised director
  • Company seal where the affidavit requires it
  • Board minutes or a resolution granting authority for this specific matter

Foreign nationals

  • Original passport with the latest entry stamp
  • A translation into a language the receiver accepts when the source is Thai
  • A verifiable Thai address when the document must state residence

Process steps

  1. 1. Confirm the receiver's requirements before printing

Establish which act is needed (signature witnessing, affirmation or certified copy), whether fixed wording applies, and how many authentication layers the receiver expects.

    Same day

  2. 2. Assemble documents and book the signing

Complete the set, print the final text and leave the signature block blank, because signing must happen in the attorney's presence.

    1 working day (estimate)

  3. 3. Sign before the attorney and obtain the certificate

The attorney verifies identity, checks the document, records the act in the register, then signs and seals the certificate.

    1 working day (estimate)

  4. 4. Authenticate at the Department of Consular Affairs

Submit the certificate to the Legalization Division so the attorney's signature is authenticated, where the receiver requires that layer.

2-5 working days (estimate, excluding agency queues)

  5. 5. Embassy authentication and delivery

File with the receiving country's embassy or consulate under its own procedure, then deliver the sealed set without breaking the cross-seal.

3-10 working days (estimate, varies by mission)

What to watch out for

  • Signing before meeting the attorney forces a full reprint of the set.
  • A single spelling difference from the passport is the most common rejection cause.
  • Breaking the staple or cross-seal of a certified set voids it and restarts the chain.
  • A company affidavit older than the receiver's age limit is refused at the embassy stage.

Handling it yourself versus letting our team run the chain

CriterionDo it yourselfOur team handles it
Checking destination rulesYou contact the receiver and mission and interpret the rulesWe confirm requirements and draft wording to match before printing
Multi-layer processingYou travel and queue at each layerWe run the layers continuously and report status at each one

We advise, not just execute

  • Risk-screen the document set before we start and flag likely rejection points
  • Advise on the shortest legal route for the destination country
  • Review the wording with the receiving party before signing
  • Follow up after delivery and support any additional request from the receiver

If you would rather not chase agency rules and queues, our team can run the chain from draft review to delivery. Initial consultation is available by phone, LINE or email.

Document and legalization advisers with 15+ years of practice

We advise throughout the matter, not just process paperwork

Before we start, we read your actual documents and confirm the legalization route matches what the receiving authority asks for. During the work we report progress, and after delivery we still answer questions about how to submit the file.

Before we start — document risk review

  • Check that names, dates and document numbers match across every page
  • Confirm whether the receiving body needs originals, certified copies or digital files
  • Tell you early if a document must be reissued or re-extracted first

While the matter runs — filing and status updates

  • Report which step is in progress with working-day estimates
  • Respond immediately when an authority requests extra documents
  • Confirm official fees before each filing step

After delivery — support until the file is usable

  • Explain how to submit the file to the destination authority or embassy
  • Keep a copy on record so extra sets can be issued later
  • Answer follow-up questions when the destination asks for supporting papers

We prepare documents to the requirements of the receiving authority. Any approval decision remains at that authority's discretion.

Send your documents on LINE for a preliminary review, a recommended legalization route and a written quote.

Notarial Services Attorney certification in Thailand

Practical guidance before you start

  • Confirm with the receiving authority whether they need signature witnessing or a certified true copy — the two carry different attestation wording and are not interchangeable.
  • Bring the original even when you only need a copy certified; the attorney must sight the original before certifying the copy.
  • Sign in front of the attorney. Pre-signed documents usually have to be re-executed.
  • Match every letter of your name to the passport bio page, including middle names and hyphens.
  • Say up front if the document continues to the Department of Consular Affairs or an embassy — the wording and the number of sets differ.
  • Keep at least one stamped set for your own records in case the destination asks for another copy.

Common reasons documents get rejected

  • Assuming a Thai notarisation equals a common-law Notary Public. In Thailand it is a lawyer registered with the Lawyers Council as a Notarial Services Attorney, and some destinations add requirements.
  • Believing one stamp works everywhere — most destinations still require consular legalization and an embassy stamp afterwards.
  • Submitting civil-registry copies issued long ago when the destination only accepts a freshly issued certified extract.
  • Translating first without checking which translator category the destination accepts, forcing a full re-translation.
  • Copying only the front of each page and losing back-page stamps or renewal endorsements.
  • Document dates that contradict the certification date, which invites questions at the counter.

Have these ready

  1. Original passport or ID of every signatory
  2. Original document plus a clean, complete copy of every page
  3. The destination's written requirement (email, web page, or form)

Details that vary — verify every time

Post-notarisation steps vary by country; some stop at consular legalization, others need an embassy stamp.
How to verify: Check the destination embassy or receiving authority website before you start step one.
The Apostille Convention enters into force for Thailand on 28 February 2027; until then the consular–embassy chain still applies.
How to verify: Confirm the entry-into-force date on the HCCH status table.

General guidance, not a case-specific determination. Requirements change with agency notices — confirm with the receiving authority before you act.

Pick the one that matches your destination authority

Why notarised documents get rejected — and how to fix it

Short answer: The most frequent causes are signing before meeting the attorney, expired identity documents, choosing a certificate type the recipient does not accept, and skipping a step in the legalisation chain. Each is fixed by re-executing a correctly drafted certificate before the next certification round starts.

Recipient reports the signature was not witnessed

Underlying cause
The document was signed at home or in the office before the attorney appointment
Prevent before filing
Bring the document fully printed but unsigned, plus original photo ID
How to fix a rejection
Re-print and sign in the attorney's presence; the earlier certificate cannot be reused
Estimated time cost
One extra cycle, roughly 1–3 working days (estimate)

Identity document number does not match or has expired

Underlying cause
An old passport or a copy was used, or the ID expired mid-process
Prevent before filing
Check validity across the whole chain (attorney, MFA, embassy) and always use originals
How to fix a rejection
Renew the ID, then re-issue certificates so every document in the bundle shows the same number
Estimated time cost
Adds roughly 3–10 working days (estimate)

Recipient required an affidavit, not a certified true copy

Underlying cause
The certificate type was chosen by habit rather than from the recipient's written requirement
Prevent before filing
Obtain the requirement in writing from the bank, university or court first
How to fix a rejection
Re-execute the correct instrument with wording that covers the facts to be attested
Estimated time cost
One extra cycle, roughly 1–3 working days (estimate)

Embassy refused because MFA certification was missing

Underlying cause
The legalisation chain was executed out of order
Prevent before filing
Confirm attorney → MFA Consular → destination embassy on day one
How to fix a rejection
Return the bundle to MFA Consular, then re-lodge at the embassy
Estimated time cost
Adds roughly 2–5 working days (estimate) per backtrack

Annexes were treated as separate documents

Underlying cause
No binding, ribbon or overlapping seal linking certificate and exhibit
Prevent before filing
Have the attorney bind the bundle, seal across pages and state the page count
How to fix a rejection
Re-execute with a properly bound and paginated bundle
Estimated time cost
One extra cycle, roughly 1–2 working days (estimate)

Recipient rejected a Thai-only instrument

Underlying cause
No certified translation was attached at the start of the chain
Prevent before filing
Translate into the destination's official language and certify before legalisation
How to fix a rejection
Produce a certified translation and re-run the chain for both original and translation
Estimated time cost
Adds roughly 3–7 working days (estimate)

If a second round is not an option, our advisers review the recipient's form, select the correct instrument and map the full chain before you start — send us the documents for a pre-check.

Durations are working-day estimates excluding agency queues, and are not a guarantee of any authority's decision.
