MFA Apostille / Authentication + Embassy Legalization for Thai Documents — HCCH (in force for Thailand 28 February 2027) (126 States) · Notarial Reg. 2546 § 24

End-to-end service that passes Thai signatures and seals up the chain of trust so a foreign authority will accept them — (1) DOPA / civil registrar / issuing ministry, (2) MFA Department of Consular Affairs for Apostille (126 HCCH contracting states) or Authentication, (3) destination embassy in Bangkok where embassy legalization is still required (for the ~14 jurisdictions outside HCCH). We handle source-document verification, notarial cover sheets, MFA filing (standard or same-day express in BKK), embassy legalization, ISO 17100 TEP certified translation, and DHL/FedEx courier worldwide with tracking.

Document authentication is a 'chain of trust' that links the original issuer in Thailand to the foreign authority that will rely on the document. Each link verifies the signature and seal in front of it, so by the time the document reaches the foreign authority it can be trusted that everyone in the chain is who they claim to be. This is a universal precondition before any foreign government, bank, court or university accepts a Thai-origin document for an important matter (visa, marriage, probate, real estate, company registration, tax).

The 28 February 2027 change: Thailand acceded to the HCCH Apostille Convention (30 June 2026); ; it enters into force 1961 — for the 130 contracting states, a **single Apostille** at the MFA replaces embassy legalization, cutting turnaround 60–75% and costs 60–70%. Average end-to-end time falls from 7–14 days to 2–3 days.

Scope: (1) **Pre-check requirement** at the receiving authority (Apostille, authentication, embassy, translation?); (2) **Source-document verification** — confirm the document is properly issued by the originating Thai agency; (3) **Notarial cover sheet** when the document is private (notary first → MFA); (4) **MFA Apostille / Authentication** — standard 2 days or same-day express in BKK; (5) **Embassy legalization** for non-HCCH states; (6) **ISO 17100 TEP certified translation** if required; (7) **Courier** of the apostilled originals worldwide (DHL/FedEx with tracking).

We are Lawyers-Council-registered Notarial Services Attorneys and authorised filing agents at MFA Consular Affairs. No sub-contractors outside lawyer-client privilege, PDPA-compliant infrastructure, no contingency fees under Ethics § 11, and a 100% refund if the MFA or embassy rejects due to our error.

Risk shields — what we never do

  • ❌ Never Apostille a document we cannot trace to a verifiable Thai original (Penal §§ 264–268)
  • ❌ Never tamper with seals, signatures or MFA tracking numbers
  • ❌ Never backdate a notarial cover sheet (Reg. 2546 § 19)
  • ❌ Never include machine translation in the chain (rejected by MFA and embassies, fee lost)
  • ❌ Never accept contingency fees (Ethics § 11)
  • ❌ Never issue a receipt that doesn't match the actual fee (Revenue Code + Ethics)
  • ❌ Never accept a document with fraud red flags — AMLA STR under § 13

Frequently asked questions

When did Thailand join HCCH?

28 February 2027 — announced by the MFA Department of Consular Affairs after the Cabinet's accession decision. The HCCH list of 130 contracting states is at hcch.net/conventions/41.

Is an Apostille accepted in all 126 states immediately, or do we wait for receiving-country acceptance?

Immediately — HCCH requires every contracting state to accept Apostille without further embassy legalization, except where a state has filed a reservation for certain categories (e.g. Germany / France / India have category-specific reservations). We check per country before quoting.

Can Thai state records (e.g. birth certificate) go straight to MFA?

Usually yes, but only after DOPA / the local registrar has authenticated them so MFA can verify the registrar's signature in its database. Documents older than 5 years may need to be re-issued first.

What's the workflow for DBD company documents?

(1) Obtain the DBD e-Certificate (Digital Signature from the Department of Business Development); (2) MFA Apostille — can go directly without a notary; (3) embassy legalization for non-HCCH states.

Does Apostille work for education credentials (WES, ECE, IQAS)?

Yes — (1) university issues an Official Transcript / Diploma; (2) if a private institution, notarial certified copy first; (3) MFA Apostille; (4) certified translation by a translator accepted by WES / ECE / IQAS (NAATI / ATA / IoLET); (5) ship to the evaluator.

Same-day Apostille — does it really exist?

Yes — only at MFA's Chaeng Wattana branch, only for documents lodged before 11:00 on a business day. Express fee quote on request (phone / LINE / email) (quoted on request total) plus our quoted on request handling. Documents collected the same afternoon.

Which language do I translate into?

(1) UK/AU/NZ/CA/US/SG/HK → English; (2) DE/FR/ES/IT/JP/KR/CN → destination language, sometimes plus English; (3) always verify the receiving authority's exact requirement. ISO 17100 TEP only — never machine translation.

Average end-to-end turnaround?

Apostille alone — 3–5 business days; + translation — 4–7; + embassy legalization (non-HCCH) — 7–14; + international courier 2–4 days — average Bangkok → foreign authority 5–15 business days.

Average end-to-end cost?

Typical document set (2–3 pages + translation + Apostille + courier) — quote on request (phone / LINE / email) / set. Same-day express — quoted on request. Embassy-legalization route — quoted on request depending on embassy.

How is my data protected?

PDPA §§ 24 + 26 — ISO/IEC 27001 servers in Thailand, AES-256 + HSM, TLS 1.3, MFA + biometric access, audit log, 10-year retention (notarial standard), PDPC-registered DPO. Subject access: dpo@notary.co.th.

Free consult? What do I send?

Yes. LINE us: (1) photo of the document; (2) destination country + authority + purpose; (3) deadline. We reply within 1 business day with an Apostille strategy, fixed-fee quote, timeline and courier plan. No obligation.

Document and legalization advisers with 15+ years of practice

We advise throughout the matter, not just process paperwork

Before we start, we read your actual documents and confirm the legalization route matches what the receiving authority asks for. During the work we report progress, and after delivery we still answer questions about how to submit the file.

Before we start — document risk review

  • Check that names, dates and document numbers match across every page
  • Confirm whether the receiving body needs originals, certified copies or digital files
  • Tell you early if a document must be reissued or re-extracted first

While the matter runs — filing and status updates

  • Report which step is in progress with working-day estimates
  • Respond immediately when an authority requests extra documents
  • Confirm official fees before each filing step

After delivery — support until the file is usable

  • Explain how to submit the file to the destination authority or embassy
  • Keep a copy on record so extra sets can be issued later
  • Answer follow-up questions when the destination asks for supporting papers

We prepare documents to the requirements of the receiving authority. Any approval decision remains at that authority's discretion.

Send your documents on LINE for a preliminary review, a recommended legalization route and a written quote.

How is personal data in my documents handled?
Documents are used only for the purpose you state, retained for the period professional duties and data-protection law require, and not disclosed to third parties without consent.

Where do I start if I am unsure which certification I need?
Start with three questions: which authority will receive the document, in which country, and by what date. Those answers determine the authentication route, the translation language and the full sequence.
