Destination NOT in HCCH (Vietnam, Cambodia, Lao PDR, Myanmar, Malaysia, Saudi Arabia, Iran, UAE in some cases, Egypt, most of Africa) → full Legalisation chain (Notary → MFA → Embassy). Exceptions: a few HCCH parties still demand an additional embassy stamp by internal policy (India in some cases, Argentina). Private documents always require Notarial Services Attorney first regardless of track.
Decision tree (60-second version)

**Step 2 — HCCH party?** Yes → Apostille track. No → Full Legalisation track.
**Step 3 — Document type?** Public document (court/government issued) → directly to MFA/DCA. Private document (PoA, contract, declaration, translation) → Notarial Services Attorney first.
**Step 4 — Receiver-specific overlay?** Check if the receiving authority (US bank, EU court, Chinese university) imposes additional requirements (sworn translator, apostilled translation separately).

**Apostille track (HCCH dest):** Notarial Services Attorney quote on request (phone / LINE / email) (1 day) → DCA Apostille quoted on request standard / 400 express (0–1 day). **Total: quoted on request–2 working days.**
**Full Legalisation chain (non-HCCH dest):** Notary quote on request (phone / LINE / email) → MFA Legalisation quoted on request (1 day) → Embassy Legalisation quoted on request (1–10 days). **Total: quoted on request–12 working days.**

Edge cases worth knowing
**Malaysia:** Signed the HCCH Convention 28 Feb 2025 but **not yet in force** (12 months from accession, ~Feb 2026). Until then, full chain required.
**Vietnam, Cambodia, Lao PDR, Myanmar:** Not HCCH parties. Full chain. Embassy of Vietnam in Bangkok requires translation into Vietnamese + sworn translator stamp before legalising.
**UAE:** HCCH party, but Federal Authority for Identity, Citizenship, Customs & Port Security still asks for MOFAIC attestation on top of Apostille for visa/residency files. Plan for the double-stamp.
**Saudi Arabia:** Acceded 7 Dec 2022, in force 7 Dec 2023. Apostille accepted, but the Saudi MoFA Riyadh attestation is required for medical professional licences (SCFHS) and some labour-court filings.
**India:** HCCH party since 2005. Apostille accepted, BUT for visa overseas-employment files MEA Delhi requires additional state-level Home Department attestation — a one-time domestic step inside India, not Thai-side work.
When MFA Legalisation is still mandatory for a HCCH state
**Specific receiver demands it** (e.g., a private bank in Switzerland comfortable only with the old chain). Document this in writing from the receiver, then run the legacy track + log the rationale on file.
**Reciprocity objections (HCCH Art. 12 reservation):** A handful of HCCH parties have objected to Thailand's accession (none have done so to date as of June 2026). For any future objector, Apostille is invalid → full chain required.
**Documents predating 28 February 2027** that were already legalised via the old chain remain valid in the destination country indefinitely (HCCH does not apply retroactively).

The Apostille is legally meaningless to that destination; the receiver will reject the packet. You'd need to add MFA Legalisation + embassy legalisation on top — DCA Apostille does not block the legacy stamps. Cost of the mistake: quote on request (phone / LINE / email) + the lost working day.
Can a single document carry both an Apostille AND a foreign-embassy stamp?+
Yes — and increasingly required for places like UAE, Argentina, and Saudi Arabia's professional-licensing bodies. The Apostille goes first (authenticates the Thai chain); the embassy stamp goes after (satisfies destination internal policy). Total still cheaper than the old MFA Legalisation route in most cases.
Does the destination embassy in Bangkok charge less now that Apostille exists?+
Most embassies have removed legalisation services for HCCH-party home countries (e.g., Italian Embassy Bangkok no longer legalises since March 2025). Non-HCCH embassies (Vietnam, Cambodia) maintain unchanged fees. Always check the embassy's own consular page before depositing.
Do I need a new notarisation if my old POA was already notarised in 2023?+
If the POA is still factually current (principal alive, mandate unchanged) and within any user-imposed validity period, you can re-Apostille the existing notarial certificate — no re-notarisation needed. DCA Apostilles the notary's signature, not the underlying document content's freshness.
